Call for Projects: Grand-Couronne Industrial Platform (PIGC) – Approximately 51.2 Hectares

HAROPA PORT has launched a call for projects for the development of new activities on the Grand-Couronne Industrial Platform (PIGC), located in the south-western part of Rouen’s industrial and port zone.

Covering approximately 51.2 hectares, the site offers an opportunity to establish new operations at the heart of one of the Seine Valley’s major industrial, port and logistics ecosystems.

A strategic site for new industrial developments

Located across the municipalities of Grand-Couronne and Moulineaux, the platform benefits from its immediate proximity to Rouen Vallée de Seine Logistique (RVSL) and the Container and General Cargo Terminal (TCMD). Its location also provides direct access to port infrastructure and high-capacity transport networks, particularly inland waterways and rail.

The site has also been designated a “turnkey industrial site” under the France 2030 programme, an initiative designed to facilitate and accelerate the establishment of new industrial activities.

What types of projects are being sought?

The call for projects is open to all economic operators, whether applying individually or as part of a consortium.

HAROPA PORT is seeking to identify one or more successful applicants capable of developing projects that combine innovation, resilience and transition, while meeting the following criteria:

  • Economic viability;
  • Contribution to the development of the local area and the Seine Valley corridor;
  • Direct and indirect economic and social benefits;
  • Effective management of environmental impacts;
  • Limiting disturbance to residents and other users of the site.

The purpose of the consultation is to select one or more projects and define the conditions under which they will be developed and occupy the site within the framework of a Temporary Occupancy Agreement (Convention d’Occupation Temporaire – COT).

Timetable and Application Process

  • Publication of the call for projects: Friday, 28 August 2026
  • Deadline for requests for further information: Friday, 9 October 2026
  • Deadline for responses to requests for further information: Friday, 23 October 2026
  • Deadline for submission of applications and initial proposals: Friday, 18 December 2026
  • Interview phase (if required): January/February 2027
  • Submission of final proposals: First quarter of 2027
  • Expected award date: First quarter of 2027

The results of the call for projects are expected during the first quarter of 2027.
