Normandie Numérique was officially launched on Monday, 24 November 2025, in Caen. Led by the Normandy Region, this new sector aims to structure and strengthen the regional digital ecosystem by bringing together a number of existing organisations to improve coherence and effectiveness.
At the initiative of this project, the Normandy Development Agency (ADN), the Region’s economic development arm, played a central role in bringing digital stakeholders together. Alexandre Wahl, CEO of ADN, highlighted the need for better coordination in a sector that had previously been characterised by a proliferation of initiatives and associations.
The Normandie Numérique sector results from the merger of Normandie Web Xperts and the Normandie Cyber Campus, while also taking over the missions of the former Secure Electronic Transactions (TES) cluster. Its governance is based on a co-presidency shared by Christophe Rosenberg, professor at the Ensi Caen engineering school and director of the GREYC laboratory; Philippe Hedde, former CEO of IBM France; and Marc Maouche, an Orange employee and former president of Normandie Web Xperts.
The challenges facing this new sector are significant
Cybersecurity, artificial intelligence and responsible digital practices are at the heart of its priorities. The objective is to support the development of innovative digital services for key sectors of the Norman economy, notably industry, ports and agri-food. To achieve this, Normandie Numérique will rely on two main levers: networking stakeholders to stimulate economic development and supporting innovation and experimentation. The sector aims to create a single ecosystem bringing together three categories of members: users, solution providers and researchers. To date, it brings together 119 digital solution providers, 19 public and private contracting authorities, and 15 higher education institutions and engineering schools.
